Revolving Loan Fund
Local governments typically use CDBG-ED grant funds to make loans to small businesses. Loan payments may be retained at the local level for further economic development projects. The Department prefers that loan payments be managed by Certified Regional Development Corporations, however, the Department may make exceptions on a case-by-case basis for revolving loan funds managed by local governments or other development corporations providing they have demonstrated to the Department the capacity to manage those funds. A revolving loan fund or program income plan, which provides for the management of CDBG-ED loan repayments, has to be approved by the Department.
