Revolving Loan Fund
Local governments typically use CDBG-ED Business Resources funds to make loans to small businesses. The local government will be allowed to manage loan repayments if the local government demonstrates to the Department that it has the capacity to administer a local revolving loan fund (RLF) or, that it will contract with a qualified local development organization or certified regional development corporation for RLF management. A local government program income plan, which provides for the management of a local RLF has to be approved by the Department.
